For un-stuck, I tend to lob the entire existing outline at someone (primary beta is great for this) and throw myself on that person's mercy until the outline is untangled and the question marks are filled in, but sometimes a story just has to sit. (un)fortunately, I have a few dozen other things I could be working on...
